Imagine if the revenue raised by the sugar tax were handed to the manufacturers of fizzy drinks and sweets. Or if the proceeds of the carbon tax were given to oil companies and coal mines. Illogical, right? Yet something similar is happening with the introduction of minimum unit pricing (MUP) for alcohol.
The revenue raised from higher prices on beer, wine and spirits will go straight to the drinks industry. Six years ago, the Oireachtas Library and Research estimated the windfall would be about €78.3 million a year. Meanwhile, if MUP has the desired effect and reduces consumption of alcohol, the state’s take from excise taxes will be reduced. In other words MUP involves a transfer of money from the exchequer to the drinks industry.
