A top priority of the Biden administration’s federal recovery plan is to reopen most of the nation’s primary schools within the administration’s first 100 days. An ambitious plan that will take billions of dollars to be approved by Congress, it is facing fierce pushback from teachers unions, with some teachers in New Jersey refusing to resume in-person learning over safety concerns.

One north Jersey district is locked in a bitter dispute, now headed to court: Schools in the Montclair district were scheduled to return to the classroom on Jan. 25, but the Montclair Education Association announced that teachers and staff would not do so because of outstanding questions, including over classroom readiness. Correspondent Joanna Gagis reports.
